Court relents, allows 16 towns to become cities
by Rey E. Requejo
THE Supreme Court, voting 6-4, has allowed 16 municipalities to become cities, reversing its own ruling last year.
In a decision written by Associate Justice Presbitero J. Velasco Jr., the court ruled as constitutional laws that declared as cities Baybay in Leyte; Bogo in Cebu; Catbalogan in Samar; Tandag in Surigao del Sur; Lamitan in Basilan; Borongan in Samar; Tayabas in Quezon; Tabuk in Kalinga; Bayugan in Agusan del Sur; Ba…

our town was proclaimed a city after the plebiscite to ratify the charter converting it into a city turned out a resounding victory for the YES vote (10,176 against the 3,452 NO votes).
personally i was apprehensive of this conversion into a city. i was thinking of the capacity of the people to be responsible enough to make the city a place to live in - with true peace, order and secur…

this city is destined for greatness. but it can only be great if its people will unite. it can only be great if its leaders exert political will.
when it was established by the Spanish colonizers the natives lived in scattered hamlets. but the Spanish only knew too well that progress and security could be established only when the people move into a community and live together for the purpose of…

Today is November 27, the Feast of Our Lady of the Miraculous Medal.
As we honor the Blessed Virgin Mary, the Mother of our Savior Jesus Christ and the Patroness of the City of Borongan and of the Diocese of Borongan, maybe it is good to pray that the other SC Justices and the members of the LCP may reflect upon the dissenting opinion of Justice Ruben T. Reyes. He wrote,
“What should not be overlooked is that the cityhood laws enjoy the presumption of constitutionality. Petitioners and petitio…

The longest vacation from work would be coming soon this month. From December 25, we will be having a series of holidays, special non-working holidays, and weekends. If the President decides to give workers the chance to go home to their respective provinces before Christmas day, that is on December 24, then we shall have a 12 days of Christmas vacation!
December 25, a Thursday, is of course Christmas Day.
December 26, a Friday, since it is sandwiched between a holiday and a weekend and since…

As of now, the LCP seems to have the upperhand in the cityhood wars. But the "League of 16" is still fighting it out. Aside from waiting for the opportunity to file their unified motion for consideration at the Supreme Court, they also asked the help of Senators and Congressmen on making the necessary action to solve their plight.
Well, the cityhood wars could be solved in so many ways.
One of which is a liberal interpretation of the effect of the amendatory law, RA 9009, to the Local Governme…

The Unexpected Decision
Last Tuesday, November 18, 2008, the Supreme Court declared the cityhood laws of the 16 new cities to be unconstitutional. It must be recalled that these 16 local government units have been elevated from the status of municipality to city through various Republic Acts by the House of Representatives on December 21, 2006 and by the Senate on February 5, 2007. These laws lapsed into law when the President did not sign or veto the same when the time required by the C…

It was on the first year of the third period of the Punoan's reign that the Statue of Kalungsuran - an important artifact which brings faster acquisition of great benefits to a komunidad which possesses it - was granted to the Bungto of Bulawanongsirak. That was a cause for great jubilation among the people because it would mean the enjoyment of the blessings of more Kapas - energy that could be used to fuel activities - and bring prosperity to their Katawhan, as their people are called, and the…

The League of Cities of the Philippines (LCP) claimed that their constituents lost a lot because of the wholesale conversion of municipalities into cities. Because of it, their IRA got severe cuts from a few millions pesos to tens of millions of pesos.
They had a valid claim. Even just a million pesos spell a lot especially to those cities trying to maintain their cityhood without earning a substantial locally generated income for their projects, programs and activities.
If the Supreme Court d…

Last night I had to stay up and working for the sake of cityhood.
It is not because I was hoping that if ever my share in the efforts to reverse the SC decision on the unconstitutionality of the cityhood laws would have a positive result I would be able to get my much dreamed of regular position in this Local Government Unit.
Well, honestly, it is part of it.
But more than that I did it for the sake of my three-year old son (and the other children of the City of Borongan). In some other blog…
